Matthew O’Donnell founded MOD Urban Pty Ltd in 2016, having previously worked in planning both in government and the private sector. Matthew is responsible for the management of the planning business’ and key relationships with clients and its technical operations in NSW. Matthew is a highly experienced and well recognised urban planner with over 17 years of experience within Australia, United Kingdom and across the Middle East.

Matthew’s experience includes a broad range of statutory and strategic planning projects for both public and private sector clients.

Combining planning and urban design skills, Matthew’s superior project management and proven leadership skills have contributed to the delivery of numerous state and regionally significant projects including residential, health and education, retail and sport and recreation projects throughout NSW and the Middle East, Matthew has experience in a diverse range of projects including a variety of industrial, commercial, residential, health, retail, education, government, registered clubs, leisure and cultural developments.

Matthew has extensive experience in development control, environmental assessment, and strategic and statutory planning. He has presented evidence on a wide range of planning issues to the NSW Land and Environment Court.

Matthew also has broad planning capabilities, including an environmental assessment of major developments, planning evaluation of proposed projects and the resolution of complex planning problems.

A specialist in the preparation of Environmental Assessments and Statements of Environmental Effects to accompany project and development applications, Matthew has prepared reports and studies for master-planned residential communities, hospitals and seniors housing facilities, tourist and visitor accommodation, shopping centres, waste management facilities and industrial precincts as well as many other forms of development.
